Roll Call – Councilor Graney, McNabb, Smith, Brower and Mayor Quill – Present

Pledge of Allegiance to the Flag – All stood for the Pledge of Allegiance.
Moment of Silent Prayer or Reflection – Mayor Quill asked everyone to remain standing for a moment of silent prayer.

Public Announcements – The Clerk read.
Ordinances – The City Clerk read Ordinance #1 of 2008 amending Chapter 104 Section II entitled “Animals” in to the record for a first reading.
Local Laws – None.
Work Session
§ Options for Use of Landfill including brush and leaf pickup, garbage collection and alternate side parking.
o Mike Talbot, Landfill Supervisor presented a power point presentation to review curbside refuse collection operations. He included budgeted costs, collection data, violations, out sourcing options, recycling, and equipment needs.
o He reported that continuing collection operations with city staff and equipment was in the best interest of the city after comparing costs and logistics for outside vendor/automated collection options to the current collection system.
o He reported changes that will be made to improve cost efficiencies and street/curbside appearances.
o Jerry DelFavero, Public Works Director reviewed the advantages and the disadvantages of the current brush and leaf pickup system. He reported on the changes that will be made to improve street appearances, free up labor, equipment and time so that other routine maintenance projects can be done.
o Mr. Talbot, Mr. DelFavero and City Manager Mark Palesh reviewed options they propose to change the alternate side parking regulation in the City. They proposed year round alternate side parking to make curbside collections safer and more efficient. They reported that with the year round option approximately 400 signs designating streets as alternate side would be eliminated saving the city $100 per sign in maintenance.
§ Dog Ordinance – Council discussed the changes that were presented. Most of Council objected to the six-foot leash requirement and also recommended a second look at the requirement regarding dogs being allowed out side when the owner is not home. Mayor Quill asked Councilor Graney to meet with Mr. Rossi to discuss the changes he would like.
§ Discussion of Corporation Counsel – Councilor Smith stated his thoughts on the restructuring of the Corporation Counsel office. He reported that he is satisfied with the current structure of 3 part time attorneys. Mr. Palesh commented in agreement. Councilor Graney commented in favor a full time attorney. Council asked Chief Giannotta, Comptroller Lisa Green and Fire Chief Mike Hammon for their opinion. Each preferred full time legal counsel. Mr. Palesh reported that he had put a paralegal/secretary position in the budget for that office and plans to keep the current arrangement in the
budget.
